Economic survey of France (November 2021)
The French economy rebounded rapidly from the coronavirus crisis, thanks in particular to the acceleration of the vaccination campaign and strong public support measures. A rapid and effective implementation of stimulus and investment plans should help maintain stronger, more sustainable growth. However, public spending has reached an exceptionally high level, with mixed results, calling for a reorganization of the budgetary framework to ensure the sustainability of public finances. Education and labor market integration policies need to be better targeted, with special training efforts for young people and older workers. Greater support for the most vulnerable and the least qualified should reduce inequalities, including territorial inequalities. The transition to a greener economy is the other major challenge facing France. Reinforcing green investment is crucial to further reduce emissions and pollution, as is providing the necessary incentives for behavioral change, if necessary with targeted support for the most vulnerable.
