No , the xp and lvl saves on your name , not on steam_id or ip

your stats has been saved in our data if you used /reg you can get your stats back in your new cs just use /reg

try download another version cs 1.6
when you download it, go to the main screen, click on CS 1.6 version, press the right button with your mouse, click Properties, then go to Compatibility and click on the word Run this program as an administrator
and any problem will be solved for you -
