Problem: AFK players are taking up slots during prime time, so it's impossible to get into the server.
Note: buying privileges for priority queue doesn't make sense when about ~1/3 of the players on the server are AFK. Technically, this is a free slot and it should be freed up.
Consequences:
1) Gameplay experience degrades during a session — AFK players = AFK zombies with all the consequences.
2) Fewer new faces — fewer potential VIP and other privilege purchases, other activities.
Proposed solution: implement an anti-AFK system
1) Anti-AFK only turns on during prime time — when there are active players on the server.
2) Turn it off for the rest of the day.
Note: as an example, here's a plugin that doesn't require a server restart to configure and activate rules — "AFK Manager"

- Low load on the server
- The "set_pcvar_num" function changes the variable value directly in the engine's RAM
- Flexibility. If you want to change the working hours, you just need to change two numbers in the .sma file, recompile it, and upload it to the server. No need to restart the server or change the map.
I get why there's no anti-AFK plugin and what potential issues it might cause, but I'd ask you to also consider the problems we're facing without it. I hope you can be flexible and find a solution that works.
