Only 1 week has passed, take time being a helper and request for admin upgrade after 2-3 weeks.
Votes doesn't mean "higher change" of getting promoted, i don't know who told you that or that's what you think it is.
As for the reason to get promoted , other higher ranking staff will ban them and give punishment they deserve in due time.

try to apply after 2 3 weeks and Till then Prove yourself to be worthy of admin by helping/punishing players catching binders/hackers
