thats because zombie has spawn protection otherwise the server wouldnt be balanced.

This is just a model and not a actual plugin with sounds, models and sprites also there needs to be coding in it .sma and .amxx so this weapon cant be added since its just a skin.

If the player has at least couple of seconds delay throwing those bombs its allowed if the player spams constantly without delay that is not allowed.
