Not to mention that this guy is 99% afk and doesn't punish rulebreakers at all, just spams some chat msgs and that's it.

I've watched your short clip , and come to the conclusion that he is not spamming frezee nades on you , in order for him to be considered as a rule breaker he has to throw the nades one after another , for example; "<Player> sees a zombie" "<Player> gets scared or want to annoy them" "<Player> starts throwing freeze nades (3-4) with no delays" , I think he was just trying to annoy you because you were chasing him.
In my opinion if a zombie threw jump nades within the same interval of time, it would be considered spamming.
