In his case, he threw 2 freeze bombs shown on the video footage (since there isn't any demo that shows further if he continued throwing ) , it cannot be considered "spam" , but does look like he is doing especially on the "somke proof 2" with the 2 bombs being thrown .
Next time Scarlxrdd get video proof and report if you see him spamming freeze bombs (demo preferably since its gonna be give a better perspective) , if he threw 3-4+ bombs, like this report here: report Sololain then it would be spam how its stated on Server Rules .
