I think it would be great to add in-game 2-3 seconds time limit between throwing jump bombs / freeze bombs. That way players cannot spam it as warnings simply do not work, and it's hard to catch the spammer when there is 15 zombies attacking you, it is a huge nuissance and the admins as well as players keep repeatedly saying to not spam, they choose the ignore it.

there is no such thing to do that thats why its bannable if players abuse it always getting a warning then punished if they keep doing it, its written in the rules
