Hey i got an idea Few moments ago why we dont remove amx_say or Edit it and make anti Adverts works on it like normal chat if i say connect or a ip i get automatic gag or at least If that impossible, make amx_say only for admins
Then yeah no one Will be able to adverts other server 
Who uses amx_say for advertise another? amx_say already with access, normal players cant use it

amx_say is just for staff members, normal players cant access that.
