You ain't active at all man. And bind situations that you can't ban anyone if he's suspicious. You get record and report to higher staffs and they will decide what to do.

-1 Be active to request for an admin request , as for the reason for upgrade there are other admins who will punish the rule breakers,nick stealers etc.
