After watching the proof the player wasn't abusing any bugs , here is how
The m79 bug occurs only when the player switches between m79 and m249 phoenix
else i don't think it will trigger that bug (he was using another machine gun instead which won't work)
However I will test that gun and see if it works or not

I feel like you keep forgetting that we are dealing with a game that is released 24y ago
Therefore some changements can be a bit hazardous and can harm the server
Not to mention the server has already plenty for resourceful items (gungnir for example)

Upon reviewing the proof you provided , the reported player "Margot" wasn't hiding , here is a quick summary for the demo
from 00:00 to 3:50 : Normal Gameplay
we can see "Margot" from 3:59 to 4:13 and he was attacking a human , after that human escaped , he turned to you , used his tesla ability and infected you
I would recommend that you review your proof once or twice before rushing to report
