Neutral, lowering the amount of Jump Bombs will make Zombies even more weaker compared to Humans.
If possible (SISA has this implemented so it cant be spammed constantly), plugin that doesn't allow you to buy Jump Bombs to its max amount within seconds / cool-down on the Buymenu saying you have to wait [given amount of seconds] before purchasing Jump Bombs .
