Most of the times, because there are a lot of the weapon effects on the screen, the game lags, the targets get harder to hit, and the game itself becomes too confusing. Therefore, I suggest to come with a switch for those effects, because it's getting really hard to play when all you can see is a bunch of effects. It really cuts the joy of playing. 
And no, the "/fps" command doesn't help for that.

-1, this weapons effect should be like this, it doesn't matter if people have a bad fps i mean it's cs.16, i agree with you that the /fps command almost doesn't increase the fps, but i don't think we can do something about it.
