1- Balrog-1 Pistol ( Everyone prefers blaster pistol or gunslingers)
2- Balrog-11 Shotgun (Almost everyone prefers M3 Black Dragon)
3- Quad Barreled Shotgun
3- Brick Peace AR
4- Star Chaser AR ( Very rare use rate)
5- Salamander ( Very rare use rate)
6- KS-501 Machine Gun
I don't know about how much they consuming precache or source thing which is I don't really understand much about it but these guns has really less preferred guns by now.
Pistols:
BALROG-1 , useless pistol with low DMG + buggy weapon sprite ( its shown if you don't use fastswitch 1 )

SKULL-1 , another pistol that deals low DMG again , just being useless on Buymenu.
Cyclone , another pistol that has low DMG + would be useful if there wasnt OP guns to compete against Python Desperado , Dual Beretta Gunslinger.
Shotguns:
Winchester M1887 , low DMG + no players use that shotgun even if your low level.
Quad Barreled Shotgun , same as Winchester for the reason.
Submachines:
Newcomen , same reason like for Pistols regarding the DMG + nobody uses.
Kriss Super V , same reason like for Pistols regarding the DMG + nobody uses.
Assault rifles:
Brick Piece V2 , low DMG and barely anyone uses that gun.
Star Chaser AR , it was good before OP guns came to the server.
Now its useless with low DMG + barely used anymore.
Sniper rifles:
VSK-94 , low DMG and can barely kill anyone when compared against Crossbow , Savery , SG552 Cerberus.
Thunderbolt , low DMG + never bought/used.
Machine guns:
CHARGER-7 , low DMG but the ability with rlght click can be buffed then the Machine gun can be "decent-ish" compared against Broad Divine , M249 Phoenix.

Asides bazooka both savery and crossbow gets used by new vip players and some new players. Also savery is powerful gun maybe removing 2-3 sniper should work. Crossbow is buffed and now it's powerful for it's level.
plasma rifle was useful but now no one use it

Or is only about gun's? In my own opinion removing lower dmg weapon's is 50/50. 
I just saw some gun's being to powerful melting everyone to fast is like a speed run or something?

In 2014 I remember everyone was playing with watergun / bazooka / shotgun / barrel shotgun 2x not 4x. At lvl 101 was milakor when everyone was WOW I want it so bad..... 
Because is supposed to have broken weapons on low levels not super op killing zm with "2" bullet's....

in my opinion - Balrog3, balrog11, AT4-CS, m249 phoneix, thunderbolt
the weapon that needs to be removed first, there is an error in the Balrog11 weapon, it does not load bullets
i agree so far with these gun decisions/gun removals and it's true that no one using them.U find so little players using those guns and come to think of it it is time to remove them soo good choice
